Policy II.2001.A, Substantive Change

Procedures

  1. To ensure comprehensive monitoring of changes to College operations that may represent a  “substantive change” as defined by the SACSCOC “Substantive Change for SACSCOC Accredited Institutions, Policy Statement,” the College’s liaison to SACSCOC in collaboration with the SLT identifies specific leadership teams, office, or personnel to be responsible for reporting prospective changes to and consulting with the College’s SACSCOC liaison to initiate the process of reporting a substantive change to SACSCOC.

    Each identified leadership team, office, or personnel will be responsible for types of substantive change that are within their scope of responsibility. The leadership team, office, or personnel and the types of substantive change which they are responsible for monitoring include the following:
    1. Strategic Leadership Team
      1. initiating coursework or programs at a different level than currently approved
      2. initiating a branch campus
      3. relocating a main or branch campus
      4. initiating a merger/consolidation with another institution
      5. changing governance, ownership, control, or legal status of an institution
      6. acquiring any program or site from another institution
      7. adding a permanent location at a site where the institution is conducting a teach-out for students from another institution that is closing
      8. adding a site under a U.S. military contract for a previously approved program
      9. altering significantly the educational mission of the institution
      10. moving an off-campus instructional site (serving the same geographic area)
      11. closing a program, approved off-campus site, branch campus, or institution where the institution plans to teach out its own students
      12. closing a program, approved off-campus site, branch campus, or institution where the institution plans contracts with another institution(s) to teach-out students (Teach-out Agreement)
    2. Instructional Deans’ Council
      1. initiating off-campus sites where student can obtain 50% or more credits toward a program (including but not limited to Early College High School, dual enrollment programs offered at a high school, and certificate programs that are not at employer’s request and not on short notice)
      2. expanding a current degree level (significant departure from current programs)
      3. expanding program offerings at previously approved off-campus sites by adding programs that ARE significantly different from current programs at the site AND at the institution
      4. initiating degree completion programs
      5. entering into a contract with an entity not certified to participate in USDOE Title IV programs if the entity provides 25% or more of an educational program offered by the SACSCOC accredited institution
      6. initiating dual or joint degrees involving program expansion (significant departure) or initiating a new site where student can obtain 50% or more credits toward a program
      7. initiating dual or joint degree with at least one institution not accredited by SACSCOC
      8. initiating a direct assessment competency-based program
      9. initiating a certificate program at a new off-campus site at employer’s request and on short notice (previously approved program)
      10. initiating a certificate program that is a significant departure from previously approved programs at employer’s request and on short notice
      11. adding a site under a U.S. military contract for a previously approved program
      12. altering significantly the length of a program
      13. changing from clock hours to credit hours
      14. initiating dual or joint degrees with other SACSCOC accredited institutions
      15. initiating programs or courses offered through contractual agreement or consortium
      16. entering into a contract with an entity not certified to participate in USDOE Title IV programs if the entity provides less than 25% of an educational program offered by the SACSCOC accredited institution
      17. initiating off-campus sites where student can obtain 25-49% of credits toward a program (including but not limited to Early College High School, dual enrollment programs offered at a high school, and certificate programs that are not at employer’s request and not on short notice)
      18. closing a program, approved off-campus site, branch campus, or institution where the institution plans to teach out its own students
      19. closing a program, approved off-campus site, branch campus, or institution where the institution plans contracts with another institution(s) to teach-out students (Teach-out Agreement)
      20. initiating a certificate program at employer's request and on short notice using existing approved courses and location
      21. initiating certificate program (not at employer's request and not on short notice) using existing approved courses and location
      22. initiating off-campus sites (including Early College High School and dual enrollment programs offered at the high school) where student can obtain 24% or less of credits toward a program
      23. expanding program offerings at previously approved off-campus sites by adding programs that ARE NOT significantly different from the current programs at the site
      24. expanding program offerings at previously approved off-campus sites by adding approved programs that ARE significantly different from current programs at the site but NOT at the institution
    3. Educational Partnerships Office
      1. initiating off-campus sites where student can obtain 50% or more credits toward a program (including but not limited to Early College High School, dual enrollment programs offered at a high school, and certificate programs that are not at employer’s request and not on short notice)
      2. expanding program offerings at previously approved off-campus sites by adding programs that ARE significantly different from current programs at the site AND at the institution
      3. initiating off-campus sites where student can obtain 25-49% of credits toward a program (including but not limited to Early College High School, dual enrollment programs offered at a high school, and certificate programs that are not at employer’s request and not on short notice)
      4. initiating off-campus sites (including Early College High School and dual enrollment programs offered at the high school) where student can obtain 24% or less of credits toward a program
    4. Fiscal Affairs and Contracts & Purchasing Office
      1. entering into a contract with an entity not certified to participate in USDOE Title IV programs if the entity provides 25% or more of an educational program offered by the SACSCOC accredited institution
      2. adding a site under a U.S. military contract for a previously approved program
      3. initiating programs or courses offered through contractual agreement or consortium
      4. entering into a contract with an entity not certified to participate in USDOE Title IV programs if the entity provides less than 25% of an educational program offered by the SACSCOC accredited institution
      5. closing a program, approved off-campus site, branch campus, or institution where the institution plans contracts with another institution(s) to teach-out students (Teach-out Agreement)
    5. Articulation and Transfer Council
      1. initiating dual or joint degrees involving program expansion (significant departure) or initiating a new site where student can obtain 50% or more credits toward a program
      2. initiating dual or joint degree with at least one institution not accredited by SACSCOC
      3. initiating dual or joint degrees with other SACSCOC accredited institutions
    6. The following types of substantive change may only occur one time; since the College has previously reported distance learning related substantive change, these types of substantive change do not require monitoring.
      1. initiating distance learning by offering 50% or more of the first program for the first time
      2. initiating distance learning by offering 25-49% of the first program for the first time
      3. initiating distance learning by offering 24% or less of any program for the first time
         
  2. Each leadership team, office, or personnel will report and consult with the College’s SACSCOC liaison regarding a prospective change immediately upon becoming aware of the internal discussions and planning regarding the prospective change.
     
  3. The College’s liaison to SACSCOC or designee will provide training annually to each leadership team, office, or personnel identified previously within this procedure. Training may also be provided subsequent to changes in the membership of teams or offices or to personnel changes. The training for each group will include an overview of substantive change and a focus on the specific types of substantive change for which the leadership team, office, or personnel is responsible.

Definitions

Substantive change: a significant modification or expansion of the nature and scope of an accredited institution.
