Procedure 5-6: Selection of a Department Chair

  • When the position of department chair becomes vacant, the following steps will be taken:
  • For college preparatory departments, the associate vice chancellor for college preparatory and the campus provost will designate an instructional dean to serve as the hiring manager.
  • For all other departments, the campus provost will designate the instructional dean who will serve as the hiring manager.
  • A department chair position announcement will first be posted internally on the San Jacinto College website. If the internal department chair position announcement does not yield a viable candidate, then the position may be advertised externally.
  • The provost and the dean will appoint a hiring committee to oversee the search process. For college preparatory departments, the associate vice chancellor for college preparatory and the dean will appoint a hiring committee to oversee the search process.
    • The dean will serve as chair of the hiring committee.
    • The hiring committee will adhere to San Jacinto College hiring policies and procedures and hiring timelines. (Recruitment Process Efficiencies Chart)
    • The size of the hiring committee may vary, depending on the size of the department and the availability of committee members. The committee will generally consist of five to seven members. If the committee consists of five members or less, generally there will be one member from outside of the department. If the committee consists of six or more members, generally there will be two members from outside of the department.
    • The hiring committee will include at least one departmental faculty member; in the case of a multi-discipline department, it may include at least two departmental faculty members.
    • The dean and provost or the associate vice chancellor for college preparatory and the dean will:
      • Create a competency based profile of the department chair position.
      • Develop behavioral and competency based interview questions for which the committee members can assess the department chair candidates based on strengths and weaknesses.
      • Ensure faculty input via the hiring committee that balances discipline knowledge with leadership competencies.
      • Ensure requirements for the vocational nursing and/or professional nursing education program are followed for department chair candidates within this discipline. Any candidate accountable for the planning, implementation, and evaluation of the vocational nursing and/or professional nursing program, which includes a department chair, must meet the standards and requirements per Texas Administrative Code Rule §214.6.f. and Texas Administrative Code Rule §215.6.f., respectively.
    • The dean will provide an opportunity for faculty feedback by requesting input from the respective faculty who will be supervised by the incoming department chair. All written comments and input will be provided by the dean to the hiring committee for review and consideration.
  • The dean will forward the recommendations to the campus provost. For the college preparatory and development studies department, the dean will forward the recommendations to the provost and the associate vice chancellor for college preparatory.
  • The campus provost will forward the recommendations to the deputy chancellor & president for final consideration.
  • The dean will ensure requirements for the vocational nursing and/or professional nursing education program are followed for department chair candidates within this discipline. The governing body will submit the finalist’s name, experience, qualifications, and credentials to the Board of Nursing office for approval prior to the appointment, per Texas Administrative Code Rule §214.6.g.1. and Texas Administrative Code Rule §215.6.g.1., respectively.
  • The deputy chancellor & president, in consultation with the provosts, will name the department chair.
