Traffic Rules & Regulations

General Information

All officers of The San Jacinto College District are commissioned by the Board of Regents under the provisions of Section 51.203, Texas Education Code, and are licensed peace officers under the Rules and Regulations of the Texas Commission on Law Enforcement Officers Standards and Education, and are listed under Paragraph 9, Article 2.12, Code of Criminal Procedure of 1965, as amended by the 1971 regular session of the Legislature.

All state laws and The San Jacinto College District traffic rules and regulations governing the use of motor vehicles must be complied with on all parts of the campuses through all hours of the day and night. The maximum speed limit on the North campus is 15 mph on streets and parking lots. The South campus maximum speed limit is 15 mph on streets and 10 mph on parking lots, while the Central campus maximum speed limits are 25 mph on streets and 15 mph on parking lots, or as posted.

The San Jacinto College District assumes no responsibility for the care and/or protection of any vehicle or its contents while the vehicle is operated or parked on any campus; however, every effort will be made by San Jacinto College police officers to protect all vehicles and property.

Definitions

Campus:
Includes all property of San Jacinto College North, Central, and South campuses, as well as its administration building and extension campuses. All lots are patrolled and ticketed by San Jacinto College police officers.

Student:
All persons enrolled at any San Jacinto College campus, including those in non-credit and other special courses.

Student Responsibility:
The student is responsible for any vehicle registered in his name with the Police Department, regardless of the operator. A citation is not excused on the plea that another person was driving the vehicle. The student is also responsible for any vehicle. The student, at the time of registration, must have the license number, make and model of the vehicle he wishes to register for a San Jacinto College parking permit. Intentional falsification of vehicle registration information to obtain a parking permit may result in disciplinary action. Lost or stolen permits should be reported immediately to the Police Department.

Visitor:
One who is neither a student nor an employee of the college, nor is he a person who uses parking facilities for the benefit of a student or employee. Reserved parking spaces have been provided for visitors convenience on all three campuses and are designated by either curb lettering, signs or both. Under no circumstances are students or employees allowed to park in a visitor area on any campus.

Student Parking Permits

Fall Semester
It is the responsibility of the student to obtain one student vehicle parking permit for the vehicle he plans to operate or to have operated for his benefit on campus as a part of the academic registration procedure. This permit will be valid through August of the following year.

Spring Semester
If the student was enrolled in the previous fall semester, his permit is still valid and a new permit will not be issued. If the student was not enrolled in the previous fall semester, it is that students responsibility to obtain one student vehicle parking permit for the vehicle he plans to operate or have operated for his benefit on campus as a part of the academic registration procedure. This permit will be valid through August of that year.

Summer Semesters
If the student was enrolled in either the previous spring or the previous fall semester, his permit is still valid and a new permit will not be issued. If the student was not enrolled in either of theses previous semesters, it is that students responsibility to obtain one student vehicle parking permit for the vehicle he plans to operate or to have operated for his benefit on campus as a part of the academic registration procedure. This permit will be valid through August of that year.

At all other times additional vehicle parking permits may be obtained at the office of the police department. All vehicles must be registered. Permits are not transferable.

Fees to be Paid at Business Office

Special permits may be obtained during registration or during the semester. Special permits include: Wheelchair, Handicapped, Motorcycle, Other.

A parking permit will not be honored unless it is properly affixed to the lower right-hand corner (passenger side) of the front windshield on the vehicle registered, and clearly visible from the outside.

For a permit to be affixed properly, the entire release liner must be removed and the permit applied to the inside of the glass. If a permit is placed on a vehicle with tinted windows, it is the student responsibility to see that the permit is readable from the outside during the day and at night.

The use of tape and/or plastic is prohibited. A special sticker for motorcycles must be properly affixed where easily visible.

Replacement permits will be issued without charge when there is a transfer of automobile, change of windshield, or defective permit, if part of the original permit is brought to the Police Department.

Special Occasions & Emergencies
On special occasions and in emergencies, parking restrictions may be imposed by the police officers. If conditions warrant, the officers may waive parking restrictions which are ordinarily imposed.

Should it be necessary to drive a vehicle which is not registered at San Jacinto College, the driver must notify the Police Department immediately of the vehicle license number and the date the vehicle will be driven. There is no charge for this temporary clearance; however, vehicle clearance is limited to two days per vehicle per semester, and will be honored in student parking only. This privilege is extended only to those students who have a vehicle registered at San Jacinto College.

Students who are part-time employees or student assistants are not issued Faculty/Staff permits, nor are they allowed to park in staff spaces. They are only issued their student permits and must park in student parking.

Overflow parking is allowed only at the direction of the Police Department.
