General Policy Regarding Performance Reviews of Personnel

San Jacinto College District is committed to providing the highest quality service to its external constituent communities and among its internal departments.
All full-time personnel of the college shall be evaluated following the evaluation cycles appropriate to their appointments. At the discretion of supervisors, the evaluation cycle may be modified to respond to special circumstances.
The goals of the employee performance-review processes include:
* To raise the quality of instruction and the educational services to persons whom the college serves
* To ensure that the college's internal operations are of the highest quality and support the instructional programs
* To encourage the professional development of employees at all levels
* To determine the individual's future employment status with the college.
The evaluation, or performance-review, processes for all employees, regardless of appointment, will be both cooperative and on-going. All employees will be informed, in advance, of the criteria for evaluation, and all employees will participate in a discussion of completed evaluation instruments. When appropriate, data gathered through the college's research processes, e.g. student evaluation of instruction and system-wide surveys of various kinds, may be included in the information gathered during an evaluation cycle. References to these research data may also be included, as appropriate, in the performance-review. Originals of completed performance-review instruments and accompanying correspondence will be included in the employee's permanent personnel file.
Any employee who does not agree with the conclusions of his or her performance-review may provide his or her supervisor with a written statement before the end of the review cycle. This written statement will be attached to the evaluation instrument.

Policy on Performance Review of Administrators

Each administrator of the college shall be evaluated annually. The evaluation process will include an evaluation by the administrator's supervisor and the completion of the evaluation instrument. Each administrator will have the opportunity to discuss the completed performance-review with his or her supervisor and to prepare a response to the review. The response will be included in the permanent performance-review packet for inclusion in the administrator's personnel file. Original copies of the completed evaluation instrument and supporting correspondence will be filed in the Human Resources Office.
Copies will be made of evaluation materials upon the request of an administrator.

Policy on Performance Review of Faculty

The college conducts a process of faculty-performance review to identify the strengths of its instructional program and to highlight those areas in which instruction and instructional support may be improved. The faculty-performance review includes two processes: the formal supervisor review and the student evaluation of instruction.

Policy IV-F-4: Policy on Performance Review of Other Full-Time Personnel
Policy on Performance Review of Other Full-Time Personnel

Annually, each full-time nonteaching employee of the college will participate in a performance-review. This will include both contracted and noncontracted individuals. Conducted by the employee's supervisor, the review will include discussion of both the employee's performance and a completion of a performance-review instrument. Each employee will have the opportunity to discuss the completed performance-review with his or her supervisor and to prepare a response to the review. The response will be included in the permanent performance-review packet for inclusion in the employee's personnel file. The criteria on which the performance-review is based will be made available to employees at the time of his or her employment and will be reviewed with each employee at the beginning of the academic year. Original copies of the completed evaluation instrument and supporting correspondence will be filed in the Human Resources Office. Copies will be made of evaluation materials upon the request of the employee.
