The purpose of this guideline is to maximize the efficiency and effectiveness of the use of classrooms, labs, offices, workrooms, storage and common areas, both inside and outside the buildings. The guidelines are designed to create the best learning environment that will achieve the student learning outcomes, provide the most convenience for students and faculty, and at the same time serve the most students feasible.
Each of the six instructional associate deans and the continuing education dean on Central Campus is assigned a block of rooms for which they are responsible. When class schedules are prepared for the next semester, each dean first schedules in those rooms the courses offered by his or her respective division. Rooms left unassigned at any given hour are available for use by other divisions, including continuing education. An dean needing an additional classroom, in an area which may have experienced enrollment growth during the semester, contacts the dean of the division having excess space at that hour, and additional classroom space is allocated. In addition, computer laboratories are shared by departments within a division to the extent that it is possible.
The vice president of instruction has the authority to assign space and to resolve conflicts of space usage in all areas except the library and the student center. Historically, space has been assigned to a division by the annual assignment chart, distributed in the fall from the vice president of instruction. Deans in consultation with department chairs may then allocate these rooms. This ownership, or more properly, right of first refusal, can be changed based upon changes in student enrollment or a reorganization of the departments. Full-time, contracted faculty will have the first priority for faculty office space. After adequate space has been provided for them, full-time adjuncts may have an office. The last use for these offices will be as pool offices for adjunct faculty and/or storage or work space. There should be an attempt to allow departments to use the same rooms from semester to semester. One division should not hold rooms empty when another division is canceling a class for lack of a room. There should be as much creative usage of rooms as possible including maximizing lab space by switching classes in and out of the lab. Continuing education has some dedicated spaces for classrooms. These are not available to schedule for credit classes without the approval of the continuing education dean. Deans and department chairs need to notify the vice president of instruction and the dean of the evening division in a timely fashion any changes, free rooms, and/or room needs.
The allocation of instructional space for credit programs is determined in conjunction with the development of the semester course schedule. Initial dialogue transpires between the faculty and department chairs. In turn, department chairs discuss any possible conflicts or programs with the instructional dean of their division.
Any potential conflict between divisions is normally resolved at the dean level. The vice president of instruction is the designated official ultimately responsible for this process.
Once instructional space is allocated for credit instruction, the dean of evening and campus services then allocates classroom, lab and additional space for continuing education classes. A computer printout of classroom utilization is provided and the dean checks for possible conflicts. After credit and non-credit courses are assigned space, accommodations are then made for extra-curricular clubs and external organizations.
